Its a state thing too. We did a raffle for charity at this con I run and had to register with the state etc. We didn't benefit at all financially, but they require it. Honestly though, a lot of times no one will go after a small club as long as everything is above board... and honestly, having worked for sales companies for year... often the drawings at trade shows are fixed. You want to win... have a decent title, mention a lot of potential business and give them your card.
