You have a Wegman’s in Manassas. Their ribs are Yorkshire/Berkshire cross, or Yorkshire/Duroc, I don’t remember which. I found it once and posted it here, but whatever; what matters is that they’re pretty good. Also, any grocery that sells the Prairie Fresh brand, those are pretty good, too.
If you don’t mind spending for breed specific, I’m the guy who beats the drum for Cheshire Pork. The link is to the current St Louis cut special, but you can buy full spares, with tips and breast bone, if you want (that’s how I get them). Big, dark meaty. No shiners.
Did they look like this? I prefer SLC, but they were $1.99/lb so I was buying them either way, but I recall doing a double take when I bought them. It’s strange that “Spare Ribs” is the most prominent labeling.

I'm a little confused. There are two types of ribs - baby back ribs and spare ribs. St. Louis cut ribs are spare ribs - they are just trimmed down to remove the tips and some other pieces but are still spare ribs.
Are you looking for a full spares or something different? If the former, the ribs sold at Sam's Club are usually full spares whereas at Costco I have only seen St. Louis cut spare ribs.
Bad Hat BBQ - my guess is that most people think of St Louis cut ribs as the standard spare rib and frankly wouldn’t even know there is another option.
I have a Charbroil gas grill, Big Easy, Large gas smoker and small electric smoker, GMG Davy Crockett pellet grill. I also have a 160L Cabelas dehydrator which I use for beef jerky.
Talk to the folks in the meat section at Costco. Most likely if you give them some notice they will provide you with the style and quantity you're looking for.
