On my tablet in landscape mode, I get the tabs. In portrait no. On the screenshot you posted left hand corner 3 reddish bars right under free site link, tap on that and drop down showing the selections. Phone no tabs in either mode. I can handle one extra click.

I get the tabs in landscape on my iPad. In portrait, I only get the drop down. It most likely has to do with formatting for the screen size. I’m cool with it either way.
