Am I missing something here? Wouldn't my odds of winning get worse, not better, as registration fills up?

Full context: this is in reference to the monthly giveaways to those who've registered for the Meat-Up In Memphis event. Each mo we're giving a fun prize to one person who's registered up to that point.
