I noticed it first in Recent Posts, as that is my "go to" page. I checked some others from channels page and found that some do not have New Post button (sometimes it makes sense) and others do have the New Post button.
Is it me or is it new or ?

This is no "New Post" button. There is a "Post Reply" button, but all it does is scroll you down to the new post form. You can just scroll down yourself.
The is only a :Post a new Topic" button for the initial post on a new topic.

Er ... "Recent Posts" isn't a directory (or folder, if you prefer). It's merely the result of a query (or search). If you look just above "Recent Posts", you'll see the following (which tells you that you're looking at Search Results and not a "real" directory/folder:

In order to post a new topic, you first need to navigate to an actual directory/folder like this one (Burger Recipes): β

So ... bottom line, you've got to navigate to a real directory/folder (that has permissions set to allow us to start a new topic) before you can start one.
