Welcome! Thanks for your support. We don't have the same cold you do, surely, but I smoke year round and once I smoked in -22 F (my record) and other than my face hurting and nose sticking shut when I inhaled everything worked the same as in nice weather. I find rain is the worst, worse than wind.

-22 f works out to -30 c once it gets as low as -25 c (-17f) it all feels the same! I don't think I have smoked in the rain, but i will keep that in mind.
