This comment is NOT meant to disagree or argue... i've found for what we see up here, we (Alaska in general, the interior in particular) might as well live on another planet. That said, Home Depot is showing the 9.88 price on their web site for here, but I checked Folsom, CA (near my folks), and the sale isn't reflected there. So, maybe you can just check for your local store.

I can't for the life of me figure out why they would put them on sale so early up here. We still have snow on the ground, Folsom was 90* today!

Meijer's has them around here in Michigan Kingsford blue label 2 - 18.6 lb bags for $9.99 Valid May 17 - May 23, Limit 2.

My local HD has the 2 18.6 lb bags for $9.99 limit 2 but I got 3. No issues. Going back tomorrow. Lucky I live 2 min from HD and Lowe's.
