i have an improved design that involves a 6 inch to 4 inch reducer, then the pictured 4 inch vent pipe rain cap.....but the Primo metal cap is just a hair over 6 inches and the vent cap fits over a 4 inch pipe so it is the same diameter as the reducer.
The idea is to cut the reducer in two places to make it expand, then cut the rain cap to make it expand. Put a screw or two to keep the cap attached to the reducer and a ring clamp to keep the reducer attached to the metal grill cap and it will stay on through a hurricane. But for normal conditions I shouldn't need a clamp.
