So I got my cart and I tested it out over an uneven stone walkway with twigs and acorns and the 4" wheels did great.
My only beef is the handles don't securely attach to the cart. Everything else is nice and tight. There is a location to grab to pull but I much rather just grab the handles.
I have the clear epoxy JB Weld so it should go on without any discoloration, even though I wasn't really worried about that anyways.

I would use a small stainless screw sheet metal/wood screw type screw that would be available at any hardware-big box store, you would want to drill a proper size pilot screw. could be a small diameter bolt that goes all the was through.
If not cooking outdoors, I am cooking on the stovetop with my 14" carbon steel wok, 12" CI skillet, or in the oven with my two Lodge CI pizza pans, or two dutch ovens. I've also got a nifty Lodge carbon steel grill pan that rocks for veggies outdoors.

If your not gonna remove the handles I would use the epoxy you have. Using a screw will secure it but with a lot of use the screw holes will enlarge and it will become loose again.
Now for an even better Permanent hold use both.
Figures....Probably take 4+ trips to get the right crap.
The weird thing is to attach it with the screw the handles have to go on before you put the top part on and then you're beating down on the handle to secure the top part.

If that's the kind of cart it appears to be, and if you secure the handle and then try to lift it to get it over one of the bumps you describe, it will just come apart at one of the junctions between the shelves and the support tubes. We have some carts like that at our church, and they can be a real pain at times.
I would go to Lowe’s or Home Depot and get some metal channel or small angle iron and bolt to both sides of the handle (front to back of the cart) then bolt a piece left to right connecting it. If that makes any sense
I would make sure you pull the cart not push it unless you are on clean surface I used to deliver bread and one little rock or branch and your picking stuff up off the ground and its no fun trying to pot hamburger bun tops back on the bottoms in the parking lot of a burger king not that I would know I heard stories and I didn't inhale either
