My offset has expanded metal (304 stainless) grates, and I use a heavy duty welding brush and garden hose to clean up, scrubbing from both sides. Sometimes I'll run a wadded up ball of aluminum foil over them while still in the smoker and hot as well.
If yours are NOT stainless, but regular old steel - like most I've seen - I am thinking you may want to be careful with extreme scrubbing, as having a layer of seasoning on them can prevent rust, just like with a cast iron skillet, cold rolled griddle top, or carbon steel pan. At the very least, oil them after cleaning, to avoid rust, unless you are doing it right before cooking.
My biggest complaint on mine are that gunk kinda gets stuck and burned in under the grate, where some stainless bar stock runs under my stainless expanded metal grates and is spot welded to it, to support the grate out under the middle of the 24x36 frame the grate is in.
