Actually only the migas are southwestern (actually Mexican). Merguez is a sausage from North Africa. Hence culturally mixed. There's a recipe on the site. Not the recipe I used, but you'll get the idea.
I first encountered these at a backyard cookout at my wife's cousin's place in Paris. (France not Texas) They can be very hot. What I had the first time were extremely hot and greasy causing a significant heartburn attack -- I loved them of course. Mine are neither as hot nor definitely not as greasy.
