Well I am going back today and plan to ask why some Costco's can get them and mine can't. Seems if they can get them in Seattle and down in Torrence CA, they should be able to get them in the SF Bay Area.
Well I spoke with the butcher again and he said he knew some locations received different cuts but did not know why he wasn't at least given an option of ordering full packers. he suggested I email the corporate heads and see if I can get an answer. Still waiting.
