Ok, those new pictures make it look like all of that is an intake vent of sorts, even with where the "top" sits on the "drawer" that you insert the charcoal tray or gas insert into. I am surprised its not adjustable at all.

Play with it and see if you can get the temps up on the gas side. Add two lit chimneys of lump charcoal on the charcoal side, open the front damper fully open the middle baffle fully and close the lids. See if you can draw the smoke and heat through the baffle by opening the right smoke stack and closing the left.
